Initiative (CSCI)
"Child & Family System of Care"
Oregon has a new, family friendly way to get help for
children with intensive mental health needs called the Children’s System Change
Initiative by the Oregon Legislature, (CSCI).

Intensive Community
Treatment Services and Supports, (ICTS)
Intensive
Community Treatment Services and Supports is a level of care within the
continuum of services provided to Children receiving mental health services
and is part of the CSCI. Our goal is to increase the availability and quality
of individualized, intensive, and culturally competent home and community
based services so that children can be served in the most natural environment
possible and so that the use of institutional care is minimized. ABHA has
set forth policies to represent the minimal requirements established by the
state. ABHA counties have separate polices and service standards to enhance
and individualize polices set forth in this document. County specific
policies are designed to make them relevant to the uniqueness of their
organizations and client population.

ABHA UM Plan
It is the mission of Accountable Behavioral Health Alliance to effectively and
efficiently manage the behavioral health benefits for Oregon Health Plan
Members. It is a natural extension of our mission to collaborate with partner
agencies to provide a broad array of intensive community based and family
focused services to children and their families with a goal of providing the
most effective and cost efficient services to meet the individual needs of the
child and their family.
ABHA recognizes the value and importance of maintaining children in their
communities. We value children and their families as experts in the
understanding of their needs. We promote the identification and utilization
of a child and families unique strengths as critical components of an
individualized plan of care.
ICTS is included as part of a continuum of care within the ABHA UM Plan.
This continuum extends from education and prevention programs and community
support and outreach provided by or coordinated through county mental health
programs to acute levels of service provided by hospitals. ABHA and our
partner counties will use a Wraparound Model in planning for the needs of
children and family clients. The children and their families will work with a
Care Coordinator to identify family strengths and needs. A Child and Family
Team will be convened jointly by the Care Coordinator and identified family
and will develop a strength based Service Coordination Plan identifying
resources, (both informal community supports and formal professional
supports), to address the needs identified.
Children and youth whose mental health needs have not been met through usual
services, and their families.
Eligibility Screening Includes:

Signed
consent from parent or guardian before the screening

Interviews
with people who know the child’s situation well
-
Review of a
recent mental health assessment report

Completion
of the CASII*, a survey to help pinpoint mental health needs Assessment of
other risk factors. These include risk of out of home placement, family
stress, and school disruption.
The basic tenants of a
Wraparound model are that services are strengths-based, family-driven and
decisions are by team consensus. The Wraparound process is an open model, with
treatment planning meetings that are open to all members of the team,
including the client and family, with an equal voice to all participants.

ICTS Practice Guidelines
ABHA uses a Child and Family “Wrap Around” Team to design unique services with
each child and family.
The Team:
· Supports
the family in getting the help they need to succeed as parents once the formal
Team is no longer needed.
· Is
made up of people chosen by the family.
· Works
with family strengths.
· Finds
effective solutions that fit the family and child.
Oregon Health Plan children
can receive other new community based and flexible supports.
Oregon DHS Children's Mental Health
Some children may need
treatment in a hospital or in a residential or day treatment program. For
these to be paid for with public funds, the same screening and Team planning
apply.

the continuing evolution and improvement to Oregon’s child and family system
of care at the state, ABHA, and local levels.

The ABHA Children’s Mental
Health System Advisory Council provides oversight for the implementation of
the CSCI to create a comprehensive, coordinated, culturally competent, child
centered, family driven continuum of care for children with serious
emotional disorders and their families. The council advises ABHA,
provides oversight of the local or regional mental health policies and
programs related to the CSCI, as well as ensures that there is continuous
quality improvement of service-driven processes that address the needs of
children and families.
The Council monitors a collaborative
effort involving the child welfare, juvenile justice, mental health,
chemical dependency and educational systems working in partnership with
families to provide individualized and comprehensive care.
The Council reviews
recommendations about service array gaps or service barriers and monitors
meaningful family involvement.
