It is ABHA’s mission to facilitate recovery-focused, community-based, cost-effective care for ABHA members.

Purpose

Accountable Behavioral Health Alliance (ABHA) is an intergovernmental organization formed by Benton, Crook, Deschutes, Jefferson, and Lincoln Counties.  ABHA’s purpose is to manage the behavioral health care needs of Oregon Health Plan members in the five counties.

ABHA manages the behavioral health care needs of Oregon Health Plan members with the collaboration of the mental health departments of the five counties.  In addition, ABHA has a provider panel of about 40 contracted behavioral health therapists and 11 hospitals to ensure that Oregon Health Plan members receive the most clinically appropriate services.  

ABHA Contracts with the State of Oregon as a Mental Health Organization (MHO).

 Governance

    ABHA is a public entity governed by a five-member Governing Board. This Board is comprised of a county commissioner from each of five counties: Benton, Crook, Deschutes, Jefferson, and Lincoln.

      The Governing Board of ABHA meets at least quarterly in one of the five counties.  These meetings are public meetings and the public is welcome to attend.  Meetings are advertised in at least one newspaper in each of the five counties in the section where public meetings are generally advertised.  

 Administration

    The ABHA Administrative Office is located in Corvallis, Oregon at 310 NW 5th Street, Suite 206.  The operation of ABHA is overseen by the Executive Director.  In addition, ABHA has an Administrative Council which meets bi-monthly to discuss issues, plan future activities, discuss operational issues and policies, and discuss problems.  This Council is made up of the Director of each county’s Mental Health Department, a county finance officer, and a member at large employed by one of the counties. 
 
 

  Standing Committees

Meetings are public meetings and are advertised in at least one newspaper in each of the five counties.    

Quality Assurance Committee (QAC) – This committee is charged with overseeing the quality assurance activities of ABHA.  Membership on this committee includes staff from the Mental Health Clinics in the five counties, the ABHA Executive Director, the ABHA Medical Director, The ABHA Quality Manager, The ABHA Member Affairs Specialist, and other stakeholders. This committee meets quarterly.

Consumer Advocacy Advisory CommitteeThis committee is an advisory committee to the ABHA Governing Board and is comprised of 15 members.  Members are consumers of services, the seriously and persistently mentally ill, and diverse populations. This committee meets at least bi-monthly.  Meetings are public meetings and are advertised in at least one newspaper in each of the five counties.    

Children And Families Mental Health Advisory Council      -  This committee is an advisory committee to the ABHA Administrative Council and Governing Board.  It is comprised of families of children with mental health disorders, adolescents with mental health disorders and community partners that collaborate with ABHA in developing an effective system of care for children with mental health disorders.  This committee meets at least three times per year with ABHA staff and members and families of members and once with members and community partners.

ABHA Members

Citizens in the five counties (Benton, Crook, Deschutes, Jefferson, and Lincoln Counties) become ABHA members when they become eligible and enroll in the Oregon Health Plan.  The eligibility and enrollment process is done by the State of Oregon, Department of Human Services.  ABHA does not control or process enrollment. Members can call for a mental health appointment Monday through Friday 8am to 5pm by calling either their county mental health clinic or 1-888-232-7192 (toll free).  In an emergency, 24-hours a day, seven days a week, call 1-888-232-7192 (toll free).
