Purpose

    Accountable Behavioral Health Alliance (ABHA) is an intergovernmental organization formed by Benton, Crook, Deschutes, Jefferson, and Lincoln Counties.  ABHA’s purpose is to manage the behavioral health care needs of Oregon Health Plan members in the five counties.

      ABHA manages the behavioral health care needs of Oregon Health Plan members with the collaboration of the mental health departments of the five counties.  In addition, ABHA has a provider panel of about 75 contracted behavioral health therapists and 11 hospitals to ensure that Oregon Health Plan members receive the most clinically appropriate services.  

 Governance

    ABHA is a public entity governed by a five-member Governing Board. This Board is comprised of a county commissioner from each of five counties: Benton, Crook, Deschutes, Jefferson, and Lincoln.

      The Governing Board of ABHA meets at least quarterly in one of the five counties.  These meetings are public meetings and the public is welcome to attend.  Meetings are advertised in at least one newspaper in each of the five counties in the section where public meetings are generally advertised.  

 Administration

    ABHA Administrative Offices are located in Corvallis, Oregon at 310 NW 5th Street, Suite 206.  The operation of ABHA is overseen by the Executive Director.  In addition, ABHA has an Administrative Council which meets monthly to discuss issues, plan future activities, discuss operational issues and policies, and discuss problems.  This Council is made up of the Director of each county’s Mental Health Department, a county finance officer, and a member at large employed by one of the counties. 
 
 

  Standing Committees

Quality Management – This committee is charged with overseeing the overall quality improvement activities of ABHA.  Membership on this committee includes staff from the Mental Health Clinics in the five counties, the ABHA Executive Director, the ABHA Medical Director, a member of the Allied Agency Advisory Committee, and a member of the Consumer Advocacy Advisory Committee.

This committee meets at least quarterly.

Utilization Management – This committee is charged with overseeing the overall utilization of services by ABHA members and reports to the Quality Management Committee.  The committee looks at the appropriateness of inpatient and outpatient services to all members to ensure that the right service is delivered at the right time. Membership on this committee is comprised of staff from the Mental Health Clinics of the five counties, the ABHA medical director, and the ABHA Executive Director. 

Allied Agency Advisory Committee – This committee is an advisory committee to the ABHA Governing Board and is comprised of 15 members representing agencies that collaborate with ABHA such as Senior and Disabled Services, Services to Children and Families, and Adult and Family Services.  Each county nominates 3 members who are then approved by the ABHA Governing Board.  This committee meets at least quarterly.  Meetings are public meetings and are advertised in at least one newspaper in each of the five counties. 

Consumer Advocacy Advisory CommitteeThis committee is an advisory committee to the ABHA Governing Board and is comprised of 15 members.  Members are consumers of services, family or advocates representing children/families, the seriously and persistently mentally ill, and diverse populations. This committee meets at least bi-monthly by audio-teleconference at five sites.  Meetings are public meetings and are advertised in at least one newspaper in each of the five counties.    

ABHA Members

    Citizens in the five counties become ABHA members when they become eligible and enroll in the Oregon Health Plan.  The eligibility and enrollment process is done by the State of Oregon, Department of Human Services.  ABHA does not control or process enrollment. Members can call for a mental health appointment Monday through Friday 8am to 5pm by calling either their county mental health clinic or 1-888-232-7192 (toll free).  In an emergency, 24-hours a day, seven days a week, call 1-888-232-7192 (toll free).
